UK PayPal decline due to UK regulations failure.

Description

Kristine posted on Slack here that a UK donor reported that they were presented with the following message when attempting to donate:

"There is a problem with Wikipedia not complying with UK regulations with regard to credit card payments. I tried paying earlier last month and failed. You may wish to investigate and make needed adjustments to comply with UK Regs."

We've tracked the donation down, and it was a PayPal attempt. The Gravy transaction is here

Hmm, 'Didn't initiate the necessary security checks' sounds like 3d secure - I wonder if that's it. But we shouldn't be accepting credit card txns via PayPal guest checkout.

We've asked the donor for more feedback, and will add any future cases here.
