The "hidden categories" list should be moved from ?action=edit, where it currently sits (far) below the edit form, to ?action=info, where it's much more logically suited.

This is somewhat related to bug 38528 (regarding the list of transcluded templates). I wonder if people also think that moving the hidden categories list will be controversial. If so, this bug should be refined to focus only on ?action=info.
