In order to reduce scrolling the form summary is to be moved into a collapsable card. This also means the buttons are no longer a part of the card and should be moved into an element below.

• The form summary is in a collapsable card

• The visual states for the card are handled with the same logic we use to decide to show the summary. How this works should be tested and decided on bu UX and the stakeholders when it its implemented.
