What is the problem?

Navigating through the Category browser with a keyboard, you cannot tab to the "Load more..." option with the keyboard, so you cannot load more templates.

Steps to reproduce problem

1. https://test.wikipedia.org/w/index.php?title=Irma%C3%A7,_Kangal&action=edit
2. Open the "Insert a template" dialog
3. Select the "Categories" tab
4. In the "Top-level category" search enter 4x4 type square and click "Browse"
5. Tab down to "Load more..."

Expected behaviour: You can tab until "Load more..." is highlighted, and pressing enter activates it.
Observed behaviour: You cannot tab to "Load more...", you jump over it.

Environment

Browser: Firefox 128.
