Motivation

Special:IPContributions doesn’t show show links to Special:GlobalContributions, Special:Block and Special:Log in the “Tools” menu when investigating an IP range instead of a single IP
That’s also true for Special:Contributions when looking at an IP range
Similarly Special:GlobalContributions also doesn’t show links to Special:Block and Special:Log in the “Tools” menu for IP ranges
Example:

https://de.wikipedia.org/wiki/Spezial:IPContributions/2003:F6:7F14:6A08:C01C:6BBB:4BE5:CB78 has all the expected links in the tools menu while

https://de.wikipedia.org/wiki/Spezial:IPContributions/2003:F6:7F14:6A00:0:0:0:0/56 doesn’t show those links

Acceptance criteria

Links to Special:GlobalContributions, Special:Block and Special:Log are displayed under the “Tools” menu when investigating an IP range on:
