Disable the code to check external permissions in UIC.
As a part of working on T401712, we made UIC to check the viewer's external permissions on wikis when presenting the active wikis. However, it led to a significant increase in the card loading times, especially as there's a suspicion that the external permissions aren't cached properly: T405559.
Additionally, doing this should address T405194: Userinfo API call creates account in all wikis where user is active from what I can see. +1 to this task for now
