Description

Motivation

We want to reduce the possibility of bias and unwarranted scrutiny that may occur when someone looks at past blocks information for a user. There can be many reasons for making a block including sometimes for testing purposes. It is not right to penalize a user for these historical blocks.

Acceptance criteria

Past blocks information is only available to those who have the ability to make the blocks. This data does not appear for other users.
If active and/or past blocks are nil, do not show these rows
