Community members frequently request their sparql endpoint be allowlisted via Phab ticket (see T398820 for an example).

To activate the allowlist, we (Data Platform SRE) must restart the wdqs-blazegraph service on all hosts in the cluster. We've missed this in the past (see this comment from the same ticket). If we verify these changes via automation, we can avoid some back-and-forth and provide a better federation experience for our community.

• Write automation to verify all hosts in the cluster have the allowlist applied.
• Verify its operation.
