Editing an existing wish should have the same tabs as the default edit form

Description

As someone who submits and browses wishes, when I try to improve a wish, I want to be able to easily open the current state of the wish, its history, its talk page, etc. Currently there is only one tab, "Special page", which is a link to itself and is not helpful.

Simple enough to do. We just need to set the relevant title on the skin. There is an unrelated bug that pops up when we do this, so I'm giving this 3 points. I should have a patch soon.
