We need to upgrade our Hadoop cluster and associated hosts to Debian bookworm.

This will require a number of changes that we started identifying and tackling in T402943

Challenges that we know about at the moment include:

• A dependency from the hive and hive-hcatalog packages on python2.7
• We were unable to build sqoop for bookworm, so we will need to ensure that this does not cause an issue.
