This feature request is best illustrated with an example. When I review messages for the Dutch translation of the MediaWiki meta-group, the first few pages of messages showing up under "Unreviewed" have already been reviewed by up to 10 people other than myself. I cannot easily get to any messages that have not been reviewed by anybody, which is unhelpful because those are the ones in most urgent need of review.

I would like to request the ability to configure a threshold on the number of reviews, above which messages are not considered “Unreviewed” even if I haven't reviewed them myself. A good default value might be 2. The value 0 could disable the threshold.

This feature would be most useful if it is easy to switch thresholds, so it would be good if the value could easily be set directly on the Special:Translate page with the Unreviewed tab active, without having to visit preferences.
