This task is split out to help with migration: do not merge this change until VE stops relying on synthetic refs.

Cite\Parsoid\References#insertReferencesIntoDOM currently emits synthetic refs whenever it comes across a main+details subref coming before its main ref (which may not be present at all). This task is done when we no longer emit these synthetic refs.
