Change targets of inter-project interwiki links to local language on special wikis

Description

Currently, on special wikis like Arbitration Committee wikis, links like [[w:]] or [[s:]] lead to English Wikipedia and Wikisource, respectively. Instead, for consistency with "normal" wikis, they should lead to the local version of the projects (eg. Polish on arbcom_plwiki, Italian on sysop_itwiki etc.).
