Add LLM parameters to Wanda chatbot API

If parameters like temperature, max tokens, model name, provider etc., can be added as API parameters, then it will make Wanda API more integration-friendly with other MediaWiki solutions looking to consume AI services. The expectation here is that, these parameters should override the globally set variables in LocalSettings.
