Description

Motivation

We can make the process to opt in to revealing IPs more efficient by making some tweaks to the onboarding dialog.

Acceptance criteria

Move the "IP Reveal" to the 2nd step instead of the 3rd step in the dialog. IP Info will move to the 3rd step.
Update the wording for the IP reveal to remove redundant text in both 1) the onboarding dialog and 2) Special:Preferences

The updated onboarding dialog screen will read as follows:

Note that this includes general wording updates and the ability toe turn on auto-reveal that we are adding as part of T407257: Update the onboarding dialog to include the ability to turn on auto-reveal
