We have the verify email to ask donor confirm change of primary email, and since we replace the email of old primary instead of adding the old one to suppression list, the email list will still pick the old replaced one (cause primary for other cid)

What should we do here?

• dedupe the other primary one? might have risk to merge shared email (donate with company group email)
• trigger another email with other donor's cid to confirm merging, is that hard to know their cid?
• update the dedupe rule to check if same primary email more frequent
• other options
