Media Viewer Settings Not Available

I recently was reading a Wikipedia article and clicked on an image which took me to the Media Viewer. I loathe that "feature" so I always disable it when it reappears, (and it always does eventually.) Anyway, this time the "cogwheel" icon is not there. There appears to be no way to disable it now. This is unacceptable, it's a terrible feature I detest. It turns informative Wikipedia content into some sort of oversimplified child's toy.

As I see no evidence the feature has changed in the help articles, it is clearly a bug of some nature.

I am using:
M1 iMac running.
MacOS v 26.0.1
Safari v 26.0.1
