I stumpled upon https://phabricator.wikimedia.org/p/Pharchivist/ which has no information what it is or does.
CC'ing its owner (after I looked up that account's email address).

Is this a bot? (In that case it should be a bot account.)

In any case, logging in and adding a Phab user account description (under "Blurb" on https://phabricator.wikimedia.org/people/editprofile/34465/ ) would be very welcome - thanks!
