Description

Background

We would like to make the wikipedia library more discoverable. One idea to do this would be to add the Wikipedia library link to the tools menu shown only for users that have access to the library (extended confirmed users and/or 500 edits)

I think this could make sense, probably done via the TheWikipediaLibrary extension.

My main concern would be what the increase will be in terms of usage. We have a paid contract for the EZProxy software used in the library, and it bills per unique user using it during the year, rather than by usage volume. If we made this change I think we'd want to do a gradual rollout so that we can track impact on this number and get some foresight on how this might impact our billing.

Yes, we track user eligibility already in the wikipedialibrary extension, and I agree that this should live there, if anywhere. @Samwalton9-WMF we could bring this into our sprint planning if we want to talk about sampling eligible users who get the link.

That's a good point! I think ultimately, the ModTools team should decide whether we should do this at all, and if so, what a desirable timeline might be. If the actual implementation work sits closer to Reader Experience's expertise, we're happy to help add the link in the left nav.
