Steps to replicate the issue (include links if applicable):
- Make sure you are logged in and use Vector 2022 (default) skin.
- Open a Wikipedia link with an URL fragment to a paragraph anchor link (e.g. Wikipedia#Decline_in_participation_since_2009 (permalink).
- (Also make sure the link is NOT opened in a window with the same page already opened, in this case the problem does not occur.)
What happens?:
A toolbar (sticky header) appears and overlaps the beginning of the paragraph.
What should have happened instead?:
Amount of automatic scroll on those links opening should be such that there is a room for the toolbar.
As is the case for proper section links.

The problem happens in both (current) Mozilla Firefox and Google Chrome browsers (no other one tested).
