Background
In the current non-emergency flow of the Incident Reporting System (IRS), the second screen header text does not clearly guide users through the process. The existing header, “Describe the incident”, implies that users are expected to write a report, which is misleading for non-emergency cases where the tool instead helps users find support resources.
To improve clarity and better align with the intended user experience, the screen headers need to be updated to reflect the user’s chosen action (getting help or reporting an incident).

As a user looking to get help with a harmful incident,I want to see a clear prompt that aligns with my intent, so that I understand whether I am being directed to get support or to file a report.
Requirements
- Change second screen headers
- Replace “Describe the incident with “What would you like to do”
- Add “Get help with:” as a header to Unacceptable user behaviour
- Add “Report” as a header to Immediate threat of physical harm
- Include description for second screen headers
- For "Unacceptable user behavior” the description is: Bullying, harassment, exposing private information, trolling, discriminatory content or spam
- For “Immediate threat of physical harm” the description is: Indenting to commit violence against an individual, harming oneself, or an act of mass violence
- Change Unacceptable behavior information copy
- Current: Inappropriate behavior is not tolerated onWikipedia, and is managed by the community of experienced users.
- Change to : “You will be directed to support information to help resolve the incident. Unacceptable behavior is managed by the Wikipedia community”
