WE 2.1.6 Improve discovery of vital content collections

If we prioritise vital knowledge collections within the translation workflow, 5 language communities will mark locally-relevant lists for inclusion.
Reasoning
Page collections are a powerful feature to clearly list out articles that should be worked on in the context of a topical collaboration (campaigns, wikiprojects) or a community's core “vital knowledge”. However, their presentation in the Content Translation dashboard is both far (several clicks away) and chaotic (long list of miscellaneous collections from various wiki and for various purposes with no context). Providing the communities with the ability to nominate one or few collections as “featured” and giving them proper emphasis would help translators contribute the content that’s been identified as top priority. Wikis can engage in different ways: it can be a single list of “vital” articles or their most important campaigns at the moment.
