Background
NULL. Clarified with team that this is the default Codex behavior. We will not override that for the tour. Will update the requirement in the original parent ticket to reflect that as well.
Ignore:
When a user sees the "Save" button for the first time on an article in the Reading List experiment, they will see an onboarding dialog pointing to the bookmark icon. Using the tab button on a keyboard to navigate to different elements on the page should not cause the dialog to close until it is dismissed (by clicking on the x of the dialog or anywhere else on page) per https://phabricator.wikimedia.org/T406923
User story
As a user using Tab to navigate to different elements, I want to be able to continue seeing the "save" action dialog until it is dismissed
