Feature summary:

Add a new feature flag for the Watchlist-Labels feature (of MediaWiki core), called $wgEnableWatchlistLabels. It should default to false.

Use case(s):

In order to make it possible to roll out the new feature progressively, it should be hidden behind a feature flag.
