Description

The parameter is optional. If not specified, the script should continue to use the existing logic determining target location based on current date.

While on it, should fix the comment in https://github.com/wikimedia/operations-dumps/blob/8674e0fb2bb6f463f9d0c40ee76823c16dd2403e/scripts/wikibase/dumpwikibaserdf.sh#L6
