• All collections: 50% random nominated collections, 50% random from all other collections
• Topic, Country: up to 50% from nominated collections that matches the topic or country filter, the rest with random content that matches the filters
• seed:<specific article>: no suggestions from nominated collections
• Specific non-nominated collection: no suggestions from nominated collections

In all cases, if there is not enough results, consider backfilling from nominated collections.
