While working on T407159 I noticed at https://github.com/wikimedia/labs-tools-heritage/blob/master/requirements.txt that our pywikibot version is more than 4 years old. We should upgrade to the current stable Pywikibot 10.7.0 and we might as well go to python3.13 (if that doesn't break too much). We should probably also bump a bunch of underlying packages.
