Setup service name for Beta Cluster access to logstash service in logging project

Description

Create a new service name, something like logstash.svc.logging.eqiad1.wikimedia.cloud, that can be used in scap's configuration in the Beta Cluster rather than a hard coded Cloud VPS instance name. This should make it easier for the logging project to do maintenance in the future without needing to coordinate instance lifecycle changes via ops/puppet patches.

This is a follow up to T409339: Beta Cluster MediaWiki updates require logging-logstash-02.logging.eqiad1.wikimedia.cloud to allow access to port 9200 by `scap`.

@colewhite, I have the technical rights needed to do this, but maybe it would work better in the longer run if the changes come from your team?
