Media Viewer settings 'cogwheel' icon is missing, preventing users from disabling it

Description

Steps to replicate the issue (include links if applicable):
In Wikipedia click on an image to open it in the Medieviewer, eg

What happens?:

The Media viewer opens. The right top corner only shows 2 symbols: "close" and "maximise", the "cogwheel" settings icon is missing (screenshot)

What should have happened instead?:
According to the documentation under https://www.mediawiki.org/wiki/Help:Extension:Media_Viewer there should be 3 symbols: "close", "maximise" and a "cogwheel"; the sections "How can I turn off this feature?" and "How can I re-enable this feature?" explain this in detail

To disable media viewer you need to uncheck the preference here (enable media viewer /
Medienbetrachter aktivieren):

Using the preferences only works for logged-in users. The problem for logged-out users was already mentioned on Oct 27 2024 in https://phabricator.wikimedia.org/T77349

In any case the MediaWiki documentation should not be in conflict with the implementation of MediaWiki. I could fix the documentation in de.Wikipedia under https://de.wikipedia.org/wiki/Hilfe:Medienbetrachter after this thread is solved.

So this was actually a documentation problem. The ability for anonymous users to disable multimedia viewer was proposed and declined in https://phabricator.wikimedia.org/T378400

So there is nothing more to do here. The section "How can I bypass Media Viewer?" in the documentation (eg with Shift+Click) describes a method that also works for anonymous users.
