This zoom level is simply very busy with streets for a city of this density, so it has to drop a LOT of names, even though all streets at this level are likely eligible to show a name at this zoomlevel (and possibly will show for much less dense areas).

So technically, the problem is that the items to be named at a zoom level is a list, and not an ORDERED list of types of elements that are eligible to be named. Thats probably somewhere deep in the OSM technology and the only way to get around it, would be to not name any smaller streets at this entire zoomlevel, but then likely the areas with lower density become quite useless.

I think we have had reports of this before somewhere. Not very actionable though, as we don’t really invest in the render technology and styling of maps, although the docker images are out there for whoever is looking for a challenge..

All I know is the layers on the Openstreetmap website get this right. So rather than trying to reinvent the wheel, perhaps just use one of their layers, over printed with value added items.
