Description

The GlobalBlocking autoblock exemption list should include all the IPs listed in $wgAutoblockExemptions or a new config just for global autoblocks as part of the list of globally exempted IP addresses.

Not sure that Product Safety and Integrity will have time to do this for the short or medium term. I can probably provide review though if someone else works on the task
