Description

Background

Currently, as part of the Reading List desktop experiment, users in the treatment group will see the "Save" bookmark icon at the top of the article, and the "Watch" action in the Tools menu. However, after scrolling down on the article, both Watch star and Save bookmark will appear in the sticky header. This may cause confusion for the user and cause data sanitation issues with the experiment.

User story

When a user who has access to Save/Reading list scrolls down on an article, they only see the bookmark icon in the sticky header. NOT the watchstar.
