Description

It's been on test wikis for ~ a decade now with no signs of life. Let's drop it?

Patch operations/mediawiki-config to no longer load this extension in production nor on the beta cluster
Remove the extension from the production release list
Patch integration repo to remove things like in-wikimedia-production
Remove {{OnWikimedia}} from https://www.mediawiki.org/wiki/Extension:Capiunto (edit)
Remove extension from https://www.mediawiki.org/wiki/Developers/Maintainers (edit)

Yes, sadly this never materialized in the way initial planned. Given I don't think I (or anyone else) will pick this up anytime soon, let's drop this for good.
