"Open wiki" button at wiki creation should be visible no matter where you're scrolled

Description

Situation:

  • Creating a wiki
  • Scrolling down to see what wiki creation is doing
  • By the time I scroll, wiki creation is done
  • I have to scroll all the way back to the top to open the wiki

Assessment: this is bad.

Ideal: No matter where I'm scrolled on the screen, I can click "Open Wiki" when wiki creation is done.

This is a nice to have change, not critical.

Added good first task since it could be a good in-road into PatchDemo's frontend, specifically https://gitlab.wikimedia.org/repos/test-platform/catalyst/patchdemo/-/blob/main/css/common.css?ref_type=heads. Volunteers welcome.

The page in question is visible to folks creating wikis on https://patchdemo.wmcloud.org/ if you click "create demo" it'll take you to a new screen with scrolling logs. At the top of the screen is the "Open Wiki" button. The task is to ensure this button is always on screen, no matter where you scroll.
