Description

In T303779: [Epic] Welcome emails, we experimented with sending Welcome Emails to newcomers. This was done by periodically exporting sign up data from MediaWiki, manually uploading them to MailChimp and sending the emails that way. The exports were done using the ExportWelcomeSurveyMailingListData.php maintenance script, which was created in T304422: Welcome emails: Maintenance script for periodic exports.

This campaign was formally ended in T307985: End GrowthExperiments welcome email campaign, but we never removed the maintenance script itself, despite it no longer serves any purpose.

@KStoller-WMF @Sgs @Michael Pinging you all, in case you have any objections to this (especially Sergio, as you were here when the project was ongoing). This is a follow-up to the T352871 work @mszwarc is doing.

I agree, we should clean up and remove the maintenance script.

Ideally Growth can eventually focus on a more sustainable approach to an onboarding / welcome email series, but my understanding is that this script isn't a reasonable / scalable solution
