Name of the project tag: QS Automation

Type of project: Tag

Description: Quality Services needs a way to track projects around implementation and maintenance of test automation, to create a backlog and start organizing the work and potential improvements. This will let us better plan for what we can help with, when, and how.

For example https://phabricator.wikimedia.org/T248683 would fit into this tag and we can track ongoing flaky tests for resolution or refactor.

Canonical code repository URL of the project (if this project has a code base): Currently none, however eventually if necessary there will be a Gitlab repo for things like independent sets of end-to-end automation.

I changed the project description to be more timeless and link to the team project.
