Ensure 2025 feature announcement shows to users who interacted with 2024 review

Description

Background

In staff testing, some staff were having trouble seeing the feature announcement. We discovered that it may be because they viewed last year's Year in Review / Announcement.

Requirements

  • Show the new feature announcement to all eligible users
  • Seeing the previous year's year in review, or year in review new feature announcement should not prevent a user form seeing this year's

Background and foreground the app.

You should see the announcement.

Looks good upgrading from 7.8.6 (5886) to 7.8.6 (5891). Tested on iPhone 16 on iOS 26, iPad Pro on iPadOS 26, and iPhone 11 on iOS 18.
