Why

• displaying descriptions for groups can add a lot of visual clutter
• power users may not want/need the descriptions

What

• move the "[ ] Show descriptions" elements in the Gerrit section to the very top of the page
• have ticking that element hide not just Gerrit descriptions, but also Phabricator project descriptions, and Production access group descriptions
