Description

In this diff, a user using Visual Editor somehow changed – into its hex counterpart, &x2013;. While the end result is exactly the same, it is not desirable because – is very well-known amongst our contributors, but a numerical or hexadecimal notation is not.

There is also a whitespace change in another template at the bottom in the same diff, that I also deem it very unlikely that the user did on purpose. It's more benign though, but still.
