Include the "IP Info" icon for temporary accounts in content and discussion spaces

Description

Motivation

We added the ability to highlight temporary accounts in content and discussion spaces as part of T392775 and included the Show IP functionality in T410636.
This task is to expand on that and expose the IP Info card alongside the temporary account.

Acceptance criteria
  • For temporary accounts being highlighted as part of T392775:
    • Display the IP Info card icon to expose IP information, available to those who have access to IP Info and have opted-in to it

@Niharika Do we need to do this for the IPInfo (i) button?

I was reminded while investigating T411768 that the scope for IPInfo is smaller than for "Show IP" (e.g. it's not on Special:AbuseLog or Special:Block), and I'm not sure we've had strong calls to expand it to have parity with "Show IP".

On the other hand, we have received feedback that the user links are getting quite cluttered.
