Nomos content is now hosted in Inlibra (https://www.inlibra.com/en/), which means we need to reconfigure the library and the proxy configuration. For ease we can just treat this as removing Nomos and adding Inlibra.

Thanks - we were only made aware of this change about a week ago. Unfortunately the EZProxy stanzas haven't been updated yet - there's no entry for inlibra. We've reached out to learn more.

@sjvipin @Nikkimaria can you set up Inlibra in the library and Wikilink? Leave Nomos there with the Phab ticket for now until we have Inlibra activated. Inlibra's description should probably note that Nomos content is hosted there.
