Background

We're releasing activity tab iteratively, and therefore the first release will not have all of the items mentioned in the onboarding. We want to wait to show the onboarding until the tab is more complete in our January release

Task

Hide onboarding so that it does not show to any users in the December activity tab release
We should be able to easily turn it back on in January
