Move 'help'-button in MetadataDialog to dialog footer per design

Per Design / Joydeep Sengupta:
the help button really shouldn't be next to the close button. I have placed it in the footer and in Codex dialog there are already existing button components there that you can use:

Event Timeline

Help buttons are always top-right in MediaWiki contexts (in LTR; top-left in RTL); we can move it to the bottom, but is it explicitly being moved to the left, into the flow of the content?

I think (but Joydeep should correct me) in codex you can also set a custom footer like this:
(don't look at my mocked help text, its ugly, its just for reference)

Which makes it not inside the flow of the text with a line.
but yeah I'm not aware of MW contexts
