Remove sockpuppet database

Description

sockpuppet (aka the similar-users service) is no longer needed as the service has been decommissioned (T345274). The data we store is now very stale and is not being used - we can remove sockpuppet database and any associated configuration in puppet.

The dump grants, and thus, backup themselves have been removed.

Old backups will still be available for 90 days until they are organically purged.
