Civi UI element to facilitate finance settlement batch search and download

Description

As part of the finance reconciliation work (Civi to Sage Intacct), we need to provide FR Ops and donor relations a means to find settlement batch based on donor or gift information to assist with audit trail or other investigations, and to download the appropriate batch file.
