Limiting thanks for new users at uk.wikipedia

Description

Similarly to T169268, Ukrainian Wikipedia currently experiences issues with an LTA using proxies and new accounts to flood thanks interactions every day for a while now. We had a discussion (link) and we would like to introduce a limit of 3 thanks per hour instead.

@Superpes15 Hello. I see no reason to delay the patch. There is a clear consensus, and this is, in a sense, a emergency change to the MediaWiki configuration to reduce harmful actions. Also, 3 actions per hour is still a soft measure compared to the 3 per day limit adopted by plwiki, so again I see no reason to delay the process. @Andriy.v, Please read the policy, we accept requests only after at least 1-week discussion per practice. Less than 2 days is a very low term for a clear consensus. I'm sorry, but if this was an emergency request, this should have been clearly specified beforehand, we would have handled it differently! There are no deployment windows during the weekend, so I can schedule it for Monday :)

Scheduling for Monday would be reasonable.
