I'm not sure if it's related to T410095: recent Gravy-PayPal contribs without PII in Civi but am Phabifying on Dylan's advice.
Thanks for highlighting this transaction @MBeat33, I can see the Donor details in the PayPal's response on Gravy but not in the Gravy's response. I've reached out to them with my findings, you can follow the conversation on this slack thread.
Here's a SK that shows 42 donors without name or email this fiscal year. Mostly Paypal, but a few braintree refunded and one that is a check (that we probably aren't going to worry about).

CID 69717005 came through without PII on 12/19. Transaction ID is 11fe4e1d-461d-4cb0-ae2c-1c67b2571d94.
It's non-recurring, and the donor details are visible at Gravy. I can add the PII to Civi if that will not obscure any of the trail.
