Description

The tags selector has a help icon at the top, linking to Special:Tags, but the new watchlist labels selector does not:

When the wlenhancedfilters-disable user preference is enabled, it requires two clicks to get to Special:WatchlistLabels, as it must be done by first clicking the 'Edit watchlist' link.

It would be better to have a help link in the selector.

Derived Requirement

Add a help link to the watchlist labels selector on *Special:Watchlist* that points to *Special:WatchlistLabels*.
This help link must function similarly to the help icon in the tags selector.
When wlenhancedfilters-disable is enabled, users must still be able to access *Special:WatchlistLabels* directly from the labels selector with a single click.

Test Steps

Test Case 1: Verify labels selector includes a help link that directs to Special:WatchlistLabels

  1. Navigate to *Special:Watchlist*.
  2. Open the labels selector dropdown.
  3. Locate the help icon/link.
  4. Click the help icon/link.
  5. ✅❓❌⬜ AC1: Confirm a help icon/link exists and that clicking it takes the user to *Special:WatchlistLabels*.

Test Case 2: Verify tags selector remains unaffected

  1. Navigate to *Special:Watchlist*.
  2. Open the tags selector.
  3. Locate and click the tags help link.
  4. ✅❓❌⬜ AC2: Confirm it still directs to *Special:Tags* and is unaffected by changes to the labels selector.

(have assumed that given the "Labels" toolbar item appears regardless of the feature flag being enabled that the help button linking to Special:WatchlistLabels is fine appearing too)

That sounds like a bug. Surely we don't want it showing if the feature flag is off?
