What happens?:
- The edit is stopped, user is told to "Your edit includes new external links. To protect the wiki against automated spam, we kindly ask you to solve the following hCaptcha:"
- STOP: no hCaptcha dialog is available
What should have happened instead?:
- The hCaptcha dialog needs to be available
