Check whether any backport is needed in ReaderExperiments and/or WikimediaEvents

Acceptance criteria

Configure a new experiment on MPIC - https://mpic.wikimedia.org/experiment/sticky-headers-enwiki
Add the experiment to instrumentation code
Add the experiment to feature gating
Production data QA - override enrollment
Turn on the experiment
Production data QA - verify Kafka events
